To turn off the auto browse sequence, do the following:
Open the Delphi Output Template (Time2HELP\Templates\Delphi\WinHelp\Standard_WinHelp.tpl)
Remove all occurrences of <browseSequence Name=Auto>
If you save the template under a different name, you need to set the the template name in the "Delphi Output Template Name" property in Outputs/WinHelp in the Project tree view.
